That headline rate applies to the taxable part of a phone bill. Federal law (the Permanent Internet Tax Freedom Act) bars states from taxing internet access, and modern plans are mostly data, so carriers split the bill and tax only a portion of it. In practice a typical Minnesota bill carries roughly 7.7% in taxes and fees, not 25.7%. Both numbers are real: the first is the rate, the second is what lands on your bill.
