What locked actually means

Carriers subsidize phones through installment plans and promotional credits. To protect that, they restrict the device to their own network until it is paid off. That restriction is the lock, and it has nothing to do with your passcode or your Apple or Google account.

What the rules require

US carriers commit to unlocking devices once the phone is paid off and the account is in good standing, and they will not charge you for it. How to request it
